The Parish School Board of Sabine Parish Louisiana, met in public session on November 15, 2010, at 6:30 P. M. at the regular meeting place of said Board, with the following members present: Imon Jones, President, Roderick Davis, Jack Sanders, Harold Stewart, J. A. ”Buddy Veuleman, and J. Randall Veuleman.
Absent: Denyse Williams, Vice-President, James W. House, and Donnie F. Sistrunk, Sr.
The President called the meeting to order, the invocation was offered and the Pledge of Allegiance was rendered.
On motion by Roderick Davis and seconded by Jack Sanders, it was carried to amend the Agenda to add Superintendent’s Report as No. VI. on the Regular Agenda.
On motion by J. A. ”Buddy” Veuleman and seconded by Harold Stewart, it was carried to amend the Consent Agenda and move No. III. A., Personnel, from the Consent Agenda to the Regular Agenda.
On motion by Harold Stewart and seconded by Jack Sanders, it was carried to approve the remainder of the Consent Agenda, as follows:
Approval and Adoption of Minutes of November 1, 2010, as Signed
Approval of Out-of State Travel for the Following:
A. Preschool Field Trip for Converse students to visit Ellen Trout Zoo in Lufkin, TX, on November 19, 2010 (Approximately 30-35 students, will be chaperoned by their teachers and several parents.) No funds requested.
B. Marcus Litton, Ag teacher at ZHS and two senior students, Seth Dowden and Corey Fountain, request permission to attend the Welding Contest at Panola College in Center, TX, on February 10, 2010, where students will be competing in contest. No funds requested.

Approval of the employment of Jenny Powell as Insurance Clerk, Central Office, effective November 16, 2010.

A resolution providing for canvassing the returns and declaring the result of the special election held in South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana, on Tuesday, November 2, 2010, to authorize the incurring of debt and issuance of bonds therein.
BE IT RESOLVED by the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana, that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana, on TUESDAY, NOVEMBER 2, 2010, to authorize the incurring of debt and issuance of bonds therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election.
SECTION 2. Proc's Verbal. A Proc's Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Sabine, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
SECTION 3. Promulgation of Election Result. The result of said election shall be promulgated by publication in the manner provided by law.

BOND PROPOSITION
Summary: Authority to issue not exceeding $2,300,000 of not exceeding 15 year General Obligation Bonds of South Sabine Consolidated School District No. 20 for acquiring and/or improving lands for building sites and playgrounds, including construction of necessary sidewalks and streets adjacent thereto; purchasing, erecting and/or improving school buildings and other school related facilities within and for the District and acquiring the necessary equipment and furnishings therefor, title to which shall be in the public, said bonds to be payable from ad valorem taxes.
Shall South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana (the "District"), incur debt and issue bonds to an amount not exceeding Two Million Three Hundred Thousand Dollars ($2,300,000), to run not exceeding fifteen (15) years from date thereof, with interest at a rate not exceeding seven per centum (7%) per annum, for the purpose of acquiring and/or improving lands for building sites and playgrounds, including construction of necessary sidewalks and streets adjacent thereto; purchasing, erecting and/or improving school buildings and other school related facilities within and for the District and acquiring the necessary equipment and furnishings therefor, title to which shall be in the public; which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974 and statutory authority supplemental thereto?

The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that there was a total of 511 votes cast IN FAVOR OF the Proposition and a total of 440 votes cast AGAINST the Proposition, as hereinabove set forth, and that there was a majority of 71 votes cast IN FAVOR OF the Proposition as hereinabove set forth.
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the District on Tuesday, November 2, 2010.

The polling places above specified being the only polling places designated at which to hold the said elections, it was therefore shown that
(i) there was a total of 2,884 votes cast IN FAVOR OF the Parishwide School District Proposition and a total of 2,437 votes cast AGAINST the Parishwide School District Proposition, as hereinabove set forth, and that there was a majority of 447 votes cast IN FAVOR OF the Parishwide School District Proposition as hereinabove set forth; and
(ii) there was a total of 246 votes cast IN FAVOR OF the Pleasant Hill School District No. 42 Proposition and a total of 154 votes cast AGAINST the Pleasant Hill School District No. 42 Proposition, as hereinabove set forth, and that there was a majority of 92 votes cast IN FAVOR OF the Pleasant Hill School District No. 42 Proposition as hereinabove set forth.
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Parishwide School District Proposition and the Pleasant Hill School District No. 42 Proposition as hereinabove set forth were duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special elections held in the Parish and District on Tuesday, November 2, 2010.

There was no action taken on Superintendent’s Report as it was information only.
On motion by Jack Sanders and seconded by Roderick Davis, it was carried to discuss procedures for hiring contract positions. No action was taken.
On motion by Roderick Davis and seconded by Jack Sanders, it was carried to approve Item III, Personnel, A. 1. as follows:
A. Employment
1. Danya Titus, to provide Specialized Instruction for Sabine Parish identified Preschool Students with Disabilities, the Board to pay Contractor $25.00 per hour for onsite services and travel expenses as per Division of Administrative Guidelines. Total contract for onsite will be determined by services provided paid from IDEA Preschool funds. Effective November 1, 2010 through May 21, 2011.
There being no further business, the meeting adjourned.
